On 15 February 1881 Thomas M Hughes pledged security on the bond of $2000 when John Wesley Twiggs was granted temporary Letters of Administration for the estate of Willis Twiggs by the Court of Ordinary, Union County, Georgia.13

On 4 April 1881 Thomas M Hughes pledged security on the bond of $2500 when John Wesley Twiggs was granted permanent Letters of Administration for the estate of Willis Twiggs by the Court of Ordinary, Union County, Georgia.14

Thomas M Hughes married Elizabeth R. Sullivan on 22 December 1881 at Union County, Georgia.15

Thomas M Hughes wrote a will on 15 August 1882 at Union County, Georgia, executors Thomas Hughes and Rev Milford G. Hamby, witnesses T. J. Haralson, James A Butt and Thomas J Butt.
He bequeathed:
  1. His body be buried in a Christian manner
  2. All just debts be paid
  3. All property, real and personal to be divided equally between his children and present wife Elizabeth
  4. One childs part to be divided among the heirs of Martha A Logan deceased, Wife Elizabeth's share to be a childs part of the estate.16
